A design contest asks you to spend two days making a finished piece, and pays you nothing for those two days if you are not chosen. A creative good enough to have paying clients does that sum once and stops entering, because those two days had a price and somebody else was willing to pay it. What is left is whoever can afford to gamble their time. Here every attempt turned in is paid, so the hours are worth spending either way. That is what a business is buying: a queue of people who had a reason to turn up.
